Fraternal Protective Association
Telegraph ID Badge

In the late 1800's the Fraternal Protective Association sold ID badge systems for citizens in which they could be identified if they got hurt and could not communicate or worse, turned up as an unidentified body. A telegraph could be sent with a special code. The code contained a file the identified the person. These are hard to find today but there are several more modern systems that do stuff along these lines-especially for child protection.
